Perforations for drainage are standard. Manufacturer recommends the use of infill in all its products as it will enhance both the visual and performance characteristics, including durability. The textured monofilament is meant to "trap" or entangle the infill in place to help prevent 'Spray' or 'Splash' of infill particles.
